Teaching Methods

Theoretical-practical expositions where, in addition to the theoretical exposition of the themes contained in the program, practical situations will be discussed, based on real situations (namely decided in court). During classes, students are expected and encouraged to interact and give their opinion on the cases or situations presented.

Learning Outcomes

To provide students with knowledge of the concepts and general notions of Law important in their future professional lives. It is intended to provide the necessary foundations for understanding the legal language, the Sources of Law, the Legal System, and the Legal rule. Since this curricular unit is part of a degree in city management, it is essential that students have knowledge of the most relevant movable legal domains, such as territorial and urban planning, the regime on new urbanization and construction and the regime of rehabilitation. urban and buildings as well as the problem of smart cities.

TITLE I - LAW IN GENERAL

CHAPTER I - LEGAL ORDER;

1. Characterization.

3. Politically organized society: State and main functions;

4. Rule of Law.

5. The means of public protection.

CHAPTER II - SOURCES OF LAW AND LEGAL NORM

1. General considerations.

2. The legal norm.

3. Main types of norms.

4. Hierarchy of sources and norms.

TITLE II - CITIES, TERRITORY AND LAW:

1. Land planning law, urban law and other “satellite” Law.

2. The relevant legal regimes:

a) The legal regime for territorial and urban planning.

b) The legal regime for urban management of new building/urbanization.

c) The legal framework for urban rehabilitation and the framework for the rehabilitation of buildings.

3. The main actors, and the relevant areas of intervention (transport, infrastructure, water, housing),

4. The problem of smart cities and their legal challenges.
