Recommended Prerequisites

Urban and Regional Planning; Urban Project.

Teaching Methods

The subject is taught in lectures and theoretical-practical sessions. In the lectures are transmitted some fundamental knowledge to induce the student in the research necessary for his work. In practical sessions students design the three following works: critical analysis of a PDM (Master Plan) or a PU (Urban Detailed Plan); Consideration of a request for subdivision; Consideration of a request for building. The student is put in contact with the reality of the city of Coimbra or the place of permanent residence.

Learning Outcomes

This course is intended to familiarize students with the practical issues of urban planning and municipal management. Confers knowledge on the development, evaluation and implementation of Municipal Plans for Territorial Planning. Performs an update of the legislation and test the application in existing plans and in new plans.

Syllabus

A - Background: Territorial Division, the Portuguese Constitution and the organization of political power, local and administrative regions, the CCDR (Coordinating Committee on Regional Development); European framework, national and regional municipal planning, urban legislation in Portugal.

B - Municipal Urban Planning; Municipal Plans for Territorial Planning (PMOT): definition, spatial scope, objectives and functions, the process of preparing PMOT and its contents, the PDM (Master Plan) and the importance of soil classification, urban planning and asset liability.

C - Municipal Urban Management / Municipal Policies: Implementation of the plan; active execution of the plan: land policy; blending urban operations, building, organization and conduct of the licensing process, the passive experience of urban management: critical appraisal of cases, the role of various actors in the process of city planning and urban management: the promoter, the designer and the local administration.
