At the end of the course unit the student is expected to be able to

Recognize the importance of administration in health and health services in population health

-Recognize the importance of administrat in health and health services in population health

-List the key characteristics of planning

-Identify the different levels of health planning

-Distinguish population-based planning from institutional/organizational-based planning

-Characterize the Donabedian triad of quality in health and apply it to health programmes, such as the National Vaccinat Programme (PNV)

-Understand and apply the methodology of setting a health goal

-Characterize the prioritizat process in public health

-State the mission and duties of public health services according to WHO Euro (EPHO)

-Understand the public health contingency planning process and give ex of contingency plans in place in our country

-Identify the main health milestones in Portugal (since 1960)

-Characterize the organization of the SNS.

Administration in health and health services: definitions and concepts.

Planning: key characteristics. Planning cycle.

Levels of planning. Stages of planning.

Health problems versus health needs, resources and services.

Health management as a process of matching needs, supply and demand. Goal setting in health.

Population-based planning versus organizational-based planning.

Prioritization in health: major criteria (public health problem). Participatory analysis.

Donabedian's health quality triad. The example of the PNV.

Health profiles: the health profile of the Centro region.

Health care delivery. The Wagner model of chronic disease.

Organization of continental public health services. Contingency planning in public health. Contingency plans in place.

Main health milestones in Portugal since 1960.

SNS: organization and functioning. Levels of health care.
