Teaching Methods

The teaching method is primarily theoretical–practical, integrating theory and practice. Classes are structured around a systematic presentation of the subject matter, while incorporating, whenever possible, an interactive dynamic that fosters student participation—both by encouraging questions and by directly engaging students. The course also makes use of case-based analysis and critical reviews of the relevant literature.

Learning Outcomes

The main purpose of the Public Finance course is to equip students with the knowledge and tools necessary to understand local financial activity, enabling them to assume leadership responsibilities in the budgetary and financial management of municipalities.

The course will cover the following topics: 1. Municipal Public Finances: distinction from National Public Finances and Corporate Finances 2. Local autonomy and municipal powers 3. Decentralizable budgetary functions: stabilization, redistribution and allocation 4. Municipal intervention in the local economy: outline of a theoretical framework 5. Municipal budget 6. Municipal revenues 7. Municipal public expenditure 8. Financial control of municipal financial activity.
