Fundamentals of public administration and administrative law.

Teaching Methods

Teaching is essentially theoretical and practical, combining theory, dogma, and jurisprudence. Classes are based on a systematic presentation of content, introducing, as far as possible, a dynamic of student participation, either by encouraging questions or by challenging them. Case studies and critical reviews of existing literature are used.

Learning Outcomes

The aim is for students to understand the administrative function within the scope of the functions of the State and the administrative organization in an organic and functional sense.

– Administrative organization: concept and general considerations. 1. The Administrative State. 1.1. Models of the Administrative State. 1.2. Objectives of the Administrative State: the pursuit of the public interest and the protection of citizens' fundamental rights. 2- Administrative organization in a material sense: 2.1. The administrative function. 2.2. Concept of public administration and its delimitation. 2.2. General principles of the organization of public administration. 2.3. The reserve of the administrative function. 3. Administrative organization in an organic sense: 3.1. Multilevel administration and the Europeanization of public administration. 3.2. Territorial administration: central, regional, and local. 3.3. Direct state administration. 3.4. Indirect state administration (public institutes, public companies, and private entities with public functions). 3.5. Indirect state administration with self-government (universities). 3.6 Independent administration.
