Presentation of topics in class on the subject, discussions and preparation of research.   

Learning Outcomes

With this course the student should understand the framework of local authorities in the Autonomous Administration, taking into account the most relevant legal regulative principles, such as the autonomy of local government and decentralization.

It should also critically evaluate our municipal electoral system, meet other systems of local democracy of the EC space and be able to judge about the possible benefits of a change in the electoral law.

Finally,  should critically appraise the current criterion for the definition of functions and know the legal powers of local government organs, and  its possible evolution, before the recent legislative reforms.

Delegation of powers; the legal delegation of powers;
10.Parishes: History; organs of the Parish; Functions and powers;
Reorganization of the territory of the parishes;
11.Metropolitan Areas and Inter-districts;
12.Elected Local: Performance regime functions, mandate, main rights and duties; impediments, incompatibilities and ineligibility;
13.Local societies and subsidiaries.
