I. Delimitation rules of the public enterprise sector, "state-owned enterprises", "local enterprises" and
"municipal services" in Decree No. 133/2013 of 3rd October, and Law No. 50/2012, of 31th August; enterprise
species and specificities of the legal system; "affiliated enterprises"
II. Public enterprise initiative: grounds, limits and their shaping on the basis of models of state intervention in
the economy
III. Ways of creating public enterprises (law, contract and administrative act)
