  I. Delimitation rules of the public enterprise sector, "state-owned enterprises", "local enterprises" and "municipal services" in Decree No. 133/2013 of 3^rd October, and Law No. 50/2012, of 31^th August; enterprise species and specificities of the legal system; "affiliated enterprises"

II. Public enterprise initiative: grounds, limits and their shaping on the basis of models of state intervention in the economy

 

III. Ways of creating public enterprises (law, contract and administrative act)

IV. Legal nature of public enterprises – between public law and private law

V. Subjection of public enterprises to administrative law – special reference to public procurement law
