Learning Outcomes

It is intended that students capture, as comprehensive as possible, the essential part of the process of European integration and, in particular, the fundamental principles and rules applicable to the exercise of administrative function by the institutions of the European Union and its articulation with public administrations of the Member States of the Union. In the background, the students, after the course, they must be able to understand the nature and the scope of the Executive role of the European Union and the guarantees of the administered.

Syllabus

I – Historical overview of the European integration process; historical development; a brief description of the EU legal order.

II – A description of the European institutional complex

III – Decentralization of EU law implementation and of EU policies: concepts of direct, indirect and integrated administration

IV – Co-administration, governance, network structures, comitology committees and (executive and regulatory) agencies

V – European agencies (a few issues): concept, types, powers, independence, accountability, legitimacy, external relations.
