Learning Outcomes

The current medical practice needs to have knowledge and skills in the areas of economy and management in health, in order to adjust the quality and quantity of health care delivered with the resources available and the best scientific evidence. Physicians need to understand the social and cultural framework of national health systems, the role of States and other active stakholders in the regulatiion, in the financing and provision of health care, the behavior of users, the economic assessment methodologies and mechanisms for the management of primary and hospital health care.

Students must develop skills:

-understanding of the framework of the various health systems

-the role of the State and other assets in regulating, financing and care

-the procedures and techniques of evaluation in health

Management models and management behaviors of primary and hospital health care.

Syllabus

1. The organization of Health Systems:

- Health Economics and Management: concepts, importance and objectives.

- Health systems: historical evolution and practical conceptualization. The Bismarkian and Beveridgian models.

- The role of the State in regulating, financing and providing health care.

- The role of other organizations in financing and providing healthcare.

2. Economic evaluation of Health:

- Health and illness in Portugal; The evolution of health expenditure; Comparative study of health expenditure in Europe and results obtained.

- Economic models of demand and supply.

- The economic evaluation of health programs and technologies. Types of study and their importance in decision making.

- Quality in healthcare. Concepts, methods and techniques

3. Health Management:

- Public-private partnerships in Health; Health Governance; Hospital and primary health care management; Management indicators

- Presentation and argumentation of case studies.
