Learning Outcomes

The current medical practice needs to have knowledge and skills in the areas of economy and management in health, in order to adjust the quality and quantity of health care delivered with the resources available and the best scientific evidence. Physicians need to understand the social and cultural framework of national health systems, the role of States and other active stakholders in the regulatiion, in the financing and provision of health care, the behavior of users, the economic assessment methodologies and mechanisms for the management of primary and hospital health care.

Students must develop skills:

-understanding of the framework of the various health systems

-the role of the State and other assets in regulating, financing and care

-the procedures and techniques of evaluation in health

Management models of primary and hospital health care.

Syllabus

1. the organisation of health systems:

-Economics and health management: concepts, importance and goals.

-Health systems: historical evolution and practical design. The bismark and beveridge models.

-The role of the State in the regulation, in the financing and provision of health care.

-The role of other organizations in the financing and provision of health care.

2. the health economic evaluation:

-Health and disease in Portugal. The evolution of expenditure on health; Comparative study of health expenditure in Europe and results obtained.

 -Economic models of demand and supply

-Economic evaluation of health technologies and programs. Types of study and its importance in decision making.

-Quality in health. Concepts, methods and techniques

3. health management:

-Public private partnerships in health

- Health governance

-The hospital and primary health care management

-Management indicators.
