Teaching Methods

Seminar. A specific topic is addressed in each class and PhD candidates are expected to engage in the discussion. Upon full presentation of the syllabus, PhD candidates are expected to elaborate a research paper. Grading will be based on that paper.

Learning Outcomes

- Understand the factors behind the crisis and the effects on the reexamination of the concept of State

- Awareness of the new trends in the development of a Public Law bound anew to public values and ethical prerequisites

- Discussion of the main axes of State and Public Administration reform  as part of a broader sustainability framework

- Develop the capacity to exercise responsible citizenship.

- Contextualization: the need for a new Theory of the State

- Crisis and Crises: the economical and financial crisis, the axiological crisis

- Reconstructing operational concepts: State, sovereignty, citizenship

- Prerequisites for State reform: public ethics, democracy, participation, decentralization, transparency, simplification, sustainability, accountability
