Teaching Methods

The teaching methods in this curricular unit contains a theoretical expositional complemented with a practical component based on an analysis and discussion of a scientific article. The evaluation is based on a final report and a public presentation.

Learning Outcomes

To provide students with the needed knowledge and skills to:

Know public policies on spatial planning, environmental and risk management;

Analyze the main instruments of national policy in spatial planning and environment;

Understand the components related to social legitimation of risk management instruments; importance of integrating legal perspectives in assessment and management techniques on risk;

European and national legal framework for industrial risk management. Emphasis on Emergency Plans, under the existing law;

Operational instruments of National Defense, Security and Civil Protection underpinning the National System for the Prevention and Protection of risk situations and emergencies.

- Public policies on land use, environment and risks:

- National Programme for Policy Planning: objectives, territorial scope, strategic guidelines for national, regional and local level;

- Integrated National Strategy for the Prevention of Natural and Technological Risks;

- National Strategy on Soil Protection, Plan of Action to Combat Desertification and Drought;

- National Strategy for Forests, National Fire Protection Plan;

- Watershed Management Plans;

- National Strategy for Integrated Coastal Zone Management; Plans for the Coastal Zone.

- Environment Impact Assessment related to natural and technological risks;

- European Action Programmes for Risks (floods, fires, global change, etc.).
