(1) Ingredients of public facility planning. Demand vs. supply of public facilities. Operational planning vs. strategic planning. Role of the public sector.
(2) Operational public facility planning. Objectives. Decisions. Constraints. Approaches. Demand estimation. Determination of supply. Decision support techniques. Cost-benefit analysis. Multicriteria analysis. Optimization techniques. Basic models (UFLP, CFLP, p-median, MCP) – formulation and resolution. Advanced models (hierarchic, dynamic, stochastic).
(3) Strategic public facility planning. Influence of public facilities on household and firm locational decisions. Decision support techniques.
